EARLY BIRD BENEFITS
The Early Contribution Incentive (ECI) is developed to support private healthcare licensees
in contributing data to the NEHR. It is a one–time funding support scheme designed to help
defray cost of upgrading and/or integrating the IT system with the NEHR for data contribution.
A total budget of S$21 million has been set aside for the ECI to support private healthcare
licensees in different sectors. Private healthcare licensees who meet eligibility criteria
according to the sector they are in can apply for the ECI scheme. Eligible licensees are
encouraged to apply for ECI as soon as possible as it is limited
Private Hospitals
Fund up to 40% of the cost of system upgrade
for data contribution to NEHR (capped at
S$200K per license system). Licensee will be
reimbursed in two tranches:
* Applicable to private hospitals that Not currently contributing data, and have not previously contributed data to the NEHR
Private Clicical Laboratories
[For COVID Labs]
Fund up to 40% of the cost of system upgrade
for data contribution to NEHR (capped at
S$140K per license system). Licensee will be
reimbursed in two tranches
[For non-COVID Labs]
Fund up to 40% of the cost of system upgrade
for data contribution to NEHR (capped at
S$140K per license system). Licensee will be
reimbursed in two tranches
* Applicable to private clinics that not currently contributing data, and have not previously contributed data to the NEHR
* Have not received MOH financial grant in connection with IHiS SmartLab Programme
Private Radiological Laboratories
Fund up to 40% of the cost of system upgrade
for data contribution to NEHR (capped at S$40K
per license system). Licensee will be
reimbursed in two tranches
* Applicable to private laboratories that Not currently contributing data, and have not previously contributed data to the NEHR
General Practitioner
Licensees will be reimbursed a flat S$2,400 upon completion of contribution of all relevant data types and meet quality data criteria for a consecutive period of three months over a six month period.
Application window for GP licensees closes in Jun 2023.
To support GPs in digitalisation and adoption of Clinic Management System (CMS) under the CMS tiering framework2, a one-off support grant will also be launched in Jul 2023. More details will be released later.
* Applicable to General Practitioner who have not been contracted by MOM to operate migrant workers medical centres
