MediShield Life 2024 Review Press Release

Key Points

Overview of Changes

  • The Government has accepted the MediShield Life Council’s recommendations to enhance the MediShield Life scheme, aimed at better protecting Singaporeans against significant health expenses.
  • Changes will be implemented progressively from April 2025.

Premium Adjustments

  • Total premium increases will amount to $1.8 billion over the next three years.
  • The Government will provide $4.1 billion in support measures, including:
    • $3.4 billion in MediSave top-ups.
    • $0.7 billion in premium subsidies.
  • For over 90% of Singaporeans, the support will more than offset the premium increases.

Key Enhancements to Coverage

  1. Inpatient and Day Surgery Claim Limits:
    • Daily claim limits for the first two days of a normal ward stay will increase from $1,000 to $1,630.
    • Policy year claim limit will rise from $150,000 to $200,000.
  1. Outpatient Coverage:
    • Significant enhancements to outpatient claim limits, including:
      • Kidney dialysis claim limits will increase from $1,100 to $1,750 per month.
      • Introduction of a new $500 annual outpatient deductible.
  1. Coverage for New Treatments:
    • Expansion to include Cell, Tissue, and Gene Therapy Products (CTGTPs), which will be covered under MediShield Life starting from October 2025.
    • New outpatient treatments and home-based medical care will also be included.

Financial Support Measures

  1. Premium subsidies for lower- to middle-income households will increase to up to 60%.
  2. Enhanced MediSave top-ups for seniors, with annual top-ups ranging from $300 to $1,200.
  3. MediSave Grant for Newborns will increase from $4,000 to $5,000 to cover premiums until age 21.

Pilot Financing Framework for CTGTPs

A pilot financing framework will provide means-tested subsidies of up to 75%, capped at $150,000 per treatment course for eligible patients.

Implementation Timeline

  • The revised benefits and MediSave limits will be implemented progressively starting from April 2025.
  • The outpatient deductible will be introduced on January 1, 2026.
